I posted a Q&A question regarding this this morning, and it was just answered. Copy-pasting for reference (Q567)

"Per Section 3.1.4: "A TOWER is WEAKENED if the TOWER’S STRENGTH is at or below zero (0)." If you earn a TECH FOUL and the STRENGTH is increased from zero(0) to one (1), the TOWER is no longer WEAKENED. If the TOWER'S STRENGTH is -1 (negative 1) and a TECH FOUL is assigned, the STRENGTH is increased to zero (0). In this case, the TOWER would remain WEAKENED."
