Does this mean that contact that lasts for just a second or 2 would not be a Foul? It would be "corrected" (i.e. drive away) in under the 5 seconds which would appear to be the threshold for the Foul to be called. If not, why the wording which includes the 5 second count? I recall in 2014 refs counting out the "pin" times before calling the Foul, is rule the same or different?

I read it as a momentary interference incurs a FOUL, with FOULS every 5 seconds it isn't corrected.
Pinning is a bit different in that the first FOUL occurs 5 seconds in. So, take care around your own OUTER WORKS when opponents are near.
