Does this mean that contact that lasts for just a second or 2 would not be a Foul? I read it as a momentary interference incurs a FOUL, with FOULS every 5 seconds it isn't corrected.

Pinning is a bit different in that the first FOUL occurs 5 seconds in. So, take care around your own OUTER WORKS when opponents are near.
