Use a USB camera plugged into the roboRIO and use the default code to stream it back to the driver station or use it in your code.

Axis and Cheap are typically mutually exclusive. The Microsoft HD3000 series is cheap and good enough.

Or even better use a usb camera as suggested and install mjpg-streamer. Then you can just point your web browser at the robot and view the stream.
