The more common fix for this is to make sure you aren't re-using a laptop with last years "wpilib" directory on it. For some reason, the new build doesn't delete correctly - and you end up trying to download a version from last year. If you search back in the forum, there are a couple of posts about this same problem right after the start of build. It still fails even if you have the right versions of firmware and Java on the roboRIO - as that isn't the problem. I submitted a documentation update request to WPI to include this in their troubleshooting section ... not sure if it has made it yet.

@java4first - It seems that OP has the correct wpilib installation because it's checking for (2016)v19 and not (2015)v23. That's why I suggested checking the rio image version first.
