That question was VERY vague.
The best at doing what?
Winning FRC matches is not how FRC teams earn the Chairman's award; and there is way more to "robotics" (and educating/inspiring students) than FRC.
I recommend collaborating with your community to come up with a plan for transforming your community. It will be the hardest fun you ever have, and will pay off wildly for you and anyone else who joins you.
