You just have the generic LabVIEW installed.
You now need the FRC specific Update: http://ni.com/download/cds/view/p/id/5773/lang/en Last edited by Mark McLeod : 09-02-2016 at 08:29.

I downloaded that zip, and tried to go to the setup but it keeps saying that windows was having trouble extracting it.

You must unzip the package before trying to use Setup.
