VEX 393 Motor Illegal?

This year we were using a vector 393 for a lift arm, Till... a mentor pointed out that the 393 is no longer on the legal motor list.

As far as I recall up until this year the 393 was included in the KOP. Why the sudden change... Or did we just misread the motor rules?
