Victor SP controllers will not initialize

We are using 3 Victor SPs that we got free from the voucher and they do not seem to be initializing when the robot is enabled. They flash orange despite any pwm channel we put them in. My only thought is that they are not calibrated for the roboRio but the manual says they come ready by default for it. Any ideas?
