CAN Talon SRX Speed Control

When we set the RPM to 1, the motor spins at 4000 RPM. When we set it to 2, the motor spins at -2000 RPM. When we set it to 3, the motor spins at 250 RPM. When we set it to 4, it goes full speed forward.

How do we fix it?
