Is the PCM required

We aren't using pneumatics this year, are we still supposed to mount and wire a PCM?

Actually, it is still permissible to have pneumatics actuators and not use the PCM. Spike relays are permissible for both the compressor and pneumatic solenoid valves per R53. I wouldn't advise it, but it is legal.
