Where is it written that you cannot win Rookie All-Star (or Engineering Inspiration for that matter) at more than one event of the same level in a given year? I looked through the admin manual and only found that clause to be on the Chairman's Award.

I ask because if that is the case, then that is a relatively recently change because Team 4499 won Rookie All-Star at two regionals in 2013.

4451 won 2 rookie all-star awards in the same season in 2013 as well. 3 if you count the World's Rookie All-star they won in Newton.

In 2014, 4991 swept Rookie All Star, Rookie Inspiration and Highest Rookie Seed in at the regional level, as they were the only rookie at the event. Judges made a point to say that both awards were earned rather than freebies.

It really comes down to the judging advisor for the event you are at. Judges are aware that RAS is a ticket to Championship, winning it came make a big difference to a first year program in terms of gaining traction at home.
Winning RAS a multiple events is usually a function of how large the rookie field is at those events.
