In 2014, 4991 swept Rookie All Star, Rookie Inspiration and Highest Rookie Seed in at the regional level, as they were the only rookie at the event. Judges made a point to say that both awards were earned rather than freebies.
It really comes down to the judging advisor for the event you are at. Judges are aware that RAS is a ticket to Championship, winning it came make a big difference to a first year program in terms of gaining traction at home. Winning RAS a multiple events is usually a function of how large the rookie field is at those events.
