A 25 slot list is not ideal because no one really has a clue how to accurately fill it out. I think lists of 10 people can handle better with less "historic" bias.

You might actually get a better top 40 list as swayed by popularity ratings. Experts have bias too.
Just like in real elections. You don't vote you can't complain. So please stop complaining, as your opinion is now invalid.
