The compressor voltage is separate from the solenoid voltage - the compressor will always run at 12V, regardless of the position of the jumper. So don't worry about that!
As for the wires... the PCM should be sitting behind a 20A fuse or breaker (per R44 and R48), so 18 gauge wire is appropriate.
