Capture rates don't tell the whole story, to be fair. There has been a distinct lack of hard defense at Indiana events, and quite a lot of impressive defense at PNW events.
Additionally, capture rates can be bolstered by the events being smaller, as Michigan events (especially MSC) tend to be larger than IN events. The over 100 teams at MSC do slightly dilute the field compared to the densely packed field in IN.

If I had to rank the districts (which is silly, but I'm gonna do it anyway because I can't resist this sort of thing)

Once again, I'm going to have to know what you see in the Pacific Northwest that I don't. When I look at MAR, they are getting more teams to Einstein.
