14 watts is the maximum output (mechanical) power of the motor, not the input (electrical power). The electrical power needed to generate this is actually 69 watts, or 5.75 amps (half of the stall current) at 12V

Thanks for correcting me, yes I had over-looked that this is max power not power at maximum efficiency.
