I have full appreciation for your statement. Had the same issue at CHS District Champs. Load in at 5, how ever many teams must have been let in early as their elaborate pits were fully set up at 5:15. This allowed them that much more time to work/practice.
My suggestion is to allow a given time for load in/set up then an un-bag time at a later point.
