Maybe both? Maybe one or the other?
Is one more moral to do than the other? Is one unfair to 148 somehow, while the other is not?

It reminds me of the coop bridge in 2012 and teams who would deliberately not coop with powerhouse teams to prevent them from seeding, although obviously significantly less severe in this case.
