I've cut 15 MM HTD Belt with a simple pair of scissors.

GT3 is a better overall option; but HTD is far better supported by Vex & AM pulleys so we have stuck with HTD.
The main problem with finding a continuous belt and cutting it is that I need about 3 meters of belt. The belts I've found of that size aren't notably cheaper than an open length belt from belting online.
