I believe that Duluth is listed as week 1 per the venue calendar.

Correct, both the Northern Lights and Lake Superior regionals are Week 1:

How do you get this view of the events from the new website? I get the hard to read list that is alphabetized, and includes kickoff events.

It's not from the new website (which is why it's useful). If you look at the link, you'll see it's still based off the usfirst.org site instead of the firstinspires.org

First HQ is hard at work revising the new website to make it more user-friendly. Roll out date coincides with first event registration.
