[FTC]: FTC Vortex Counter

I would like to share the FTC Vortex Counter that we developed and was used at FiM Events. FIRST Has some tutorials on the Software in the Scorekeeper Training. There is also a User Guide in the Wiki. Feel free to open issues and submit pull requests.

When looking at this, did you have a second group of scorekeepers running this? Or the same group, along with the regular scoring system?

We had two "Scorers" (one per alliance) standing by the Corner Vortex at each field to count the Center and Corner Vortex. The Refs also verified (with manual counters) before writing down on the scoring sheet and handing it off to the Scorekeepers (Different Volunteers).

Note: At all of our events we used two fields.
