Any clue what the differences are between the two versions included in the ZIP file?

The latter is for Israel where the frequencies you can use are a little different.

You probably didn't overlook anything. FIRST hasn't been very good about publishing single indexes of "everything you need". There's always a few things that are a link or two away from their resources page. Over time, you either remember where you found similar things in the past, or you make your own bookmark list.

I try to collect all the digital assets and store them centrally on our classroom server, and also to a flash drive[1] that travels with the team, in the event of a major catastrophe[2].

[1] Which contains "Everything I need to rebuild a build environment and a driver station at 10:30pm the night before[3] an out-of-town regional on a replacement hard drive I bought at Staples[4] one minute before they closed". That includes hardware drivers for our laptops!)

[2] Don't think it can't happen to you. On CD, you are surrounded by people who have ridden out tornado warnings at worlds. And there's the few who had travel trailers raided by hotel parking lot thieves.

[3] I haven't had to do this for FIRST, but I have helped friends do it on two occasions before other events.

[4] Are you traveling? Always locate sources of emergency parts near your venue and your hotel. Know if Uber or Lyft are available if you might need them. In Milwaukee, a Walgreens across from the hotel had a sewing kit with a curved needle that was PERFECT for fixing a bumper tear. In Utah, Home Depot was right across the street from the hotel. Now that San Diego has moved to the Del Mar Fair... at the venue, you're up Penasquitos Creek without a paddle. (The Sports Arena was across from HD and Target.)
