From a search of the manual for "reserve," it appears that the reserve GEAR is no different from any other gear, except that by rule A05, PILOTS may not remove the reserve GEAR during auto. (Basically, there is one free GEAR for use during teleop.)

The reserve gear is up in the airship at the start of the match. I cannot be touched by a Pilot until teleop, however. It seems to me the idea is that it can be used in rotor 1 if no robot has an autonomous that delivers a gear, or used to work toward another rotor otherwise as a "free gear".

First may want to have the center rotor spin as much as possible during the match as a fun visual element and human-field interaction. It also gives the human player some purpose even if all fielded robots are unable to score gears which looks good visually instead of an empty airship.

The Reserve gear is a gear that sits up in the Airship at the start of a match. Pilots MAY NOT place this gear during Auto. When Teleop begins they can place it. What this means is that if none of your alliance put a gear during auto your team is guaranteed 40pts at the beginning of teleop as the Pilots can put that Reserve gear into the top gear slot(that only requires one gear to turn a rotator). However if 2 gears are scored in Auto, that is 60pts for getting one rotor spinning in Auto and you are halfway done with the next gear set which means that come teleop, pilots can finish that set with the reserve getr and score 40 MORE POINTS for 100 POINTS. Sorry if this got wordy. Hope this helped!

The real two reasons...from the director

Frank said it was to allow the airship to "take off" you need at least one rotor to "take off" ... so the game made sense, they did not want all three robots hanging ready for takeoff without a spinning rotor.

Also if there were only shooting/climbing bots the alliance could feel better about engaging a rotor and 40 for a feel good moment otherwise real boring for Humans up there. so save that magic moment for just the right time.

Plus if a team forgets , well that's kind of fun to go ughhhh

Plus, per Frank: The scenario of the game is a race to take off. It would be odd for a team to win (fuel/hang points) on an airship that was not capable of taking off, and the other airship could. Thus, the reserve gear ensured that at least the airship was capable of taking off.

Some more highlights unlike Qand A 2017 and the "answer hunt" I'll spill the beans here...

Question 1: What did Frank say?

The answer....

It was a good show for some nice director insights, like the Steampunk theme was in 2 out of 4 ideas kicked around right after last season (they do not plan more than that ahead) ...rose to the top. Disney had less influence last year they did the release video for StrongHold , this year the had a 3rd party do it, disney is mainly for a "good storyline" check. Audience participation went pretty far into the process, then was nixed even though they would have done something with gear contraption choice, but they couldn't work out and make sense. THEY go through the game as HUMBOTS emulating different level team performance capabilities, to try it out on the actual field so from kitbot to 254. They used paint can lids for gears. The small size volumes is to protect HP on field. The general plan for SteamWorks game proposal pretty much made it through the process as is with minor changes.
