Fuel or Gear extending beyond bot perimeter?

I can't seem to find a rule that covers whether carried fuel or gears must be within the dimensions of your bot. For example if we have an open hopper on top of our bot and a pile of fuel goes above 36in is that legal?

There is a rule about the robot size. The game pieces are not part of the robot.

Also worth noting is that the total robot size may not be the same as the robot's frame perimeter.
