While you can fill the entire volume after the match starts, your robot has to be fully contained in the frame perimeter for inspection and before matches. It really doesn't give that much advantage to put something on top of a bumper when you cant go past it though.

There are frame geometries that let you reach past your bumpers. Just don't use the max volume for your starting configuration. I expect a few microbots this year.
