Where are located the GEARS during the match?

The figure “4-1: GAME PIECE staging” show that 18 GEARS are located at LOADING STATION. During the match, or before, can the GEARS be changed for the other LOADING STATION, closed of my AIRSHIP, or the 18 will stay in the opposite side to mine?

They'll be at the retrieval zone loading station.
The driver station slot is only to put in any gears NOT on robots at the beginning of the match.

And yes, the gears will always be on the opposite side of the field as your airship (FIRST almost always does to encourage robot-robot interaction). It also makes the game more exciting with teams racing back and forth across the field rather than staying just on one side.
