Remove pre-populated gears?

So, I've looked at the game manual for quite some time over the last 2 days (like we all have) and, I feel like I'm getting to the point of I'm reading stuff and I'm missing its meaning.

Is there anywhere in the rule that states that we can't move pre-populated gears in auto or teleop? I know when a rotor starts, it remains spinning for the rest of the match but I cant find anywhere stating we can't move pre-populated gears in the ship.

H10 on page 59 says

but, the pre-populated gears are not on a moving rotor so I feel like removing a pre-populated gear wouldn't violate this.

Also, if we can't move them, what's the point of having them? Just for the option to remove them at district champs and half champs? Thanks!

We were discussing that yesterday. Looks like one for Q&A. Also, they may be tied down somehow to make removal difficult (or field damage).
