I'm not seeing the problem on page 13. The red baseline is hard to see and is mostly occluded, but the blue baseline is just in front of the airship. The baseline does appear wrong on pg 18. I suspect the baseline used to be closer to the alliance station and it was revised to be right at the front of the airship, and not everything was updated properly. I think the field tour video depicts what the game will be, and the errors in the field drawings and some manual pictures will be corrected.

From looking at one of the other videos, it appears to me that the neutral zone line is incorrectly placed. They must have lined up the edge of the airship with the incorrect neutral zone line, thus misplacing the airship.

Until the clarification comes out, I think we should assume the field drawings are correct.

Team update 1 addresses this. The drawing on page 18 of the manual v1 is correct. The baseline is bear the tips of the dividers on the airship and not directly adjacent to the base of the airship. Additionally the field tour video is wrong.
