I have not seen any mention of a direction, and I can't really imagine that it would make a difference. One thing about "steam" art type stuff, is that it usually never really does anything, so function is not important.

Q&A has replied that the direction does not matter. Which means at lift off you may be propelled downwards

In the hidden designs of the Airship, there is a Rectifier that translates the motion of the gears to upward propelling only.
