Safe zone for shooting / placing gears?

I did read the rulebook, and I noticed a distinct lack in safe zones on you side of the field (beyond clinging onto the rope). Is it perfectly fine to ram someone placing a gear?

There are no game rules that would prohibit that.

There are only three times in a match during the Teleop period that you are safe/protected from your opponents trying to attack you.
1. Like you mentioned, your opponent touching you while you are touching a rope.
2. An opponent touching you while you are in your alliance's loading zone. (The one marking by the tape color of your alliance on the other side of the field.)
3. Your opponents can touch you while you are in your key (taped off zone by your alliance's boiler), however they are not allowed to be in there for more than 5 seconds at a time, reducing the time they are allowed to harass you.

Any other time in a match during the Teleop period an opponent can touch you, ram into you, ect. They however can only pin you for 5 seconds but the definition of a "pin" is fluid so it is up to the judges.

*Ahem* Judges wear blue polo shirts, talk to you in the pits, and don't need to know what the definition of "pinning" is.

Referees wear striped shirts and know that the definition of "pin" is found in G11's blue box as "to prevent or stop something from moving".

Erich was so busy "instructing" you on the difference between refs and judges that he missed this.

The rule is

G13. Don’t mess with a ROBOT in their RETRIEVAL ZONE. A ROBOT with any part inside its opponent’s RETRIEVAL ZONE may not contact an opposing ROBOT, regardless of who initiates the contact. Violation: TECH FOUL.
It's not that they can't touch your ROBOT when you are in your RETRIEVAL ZONE. It's that they can't touch you when their ROBOT is in your RETRIEVAL ZONE.

And this year's G13 rule is worded similar to rules in the past, that the "he made me do it" rule (C08 this year) doesn't apply. I don't know if that will be the case or not; ref training hasn't begun yet. Be sure to ask in your drivers' meeting.
