Read R03/G04 very carefully. As long as your robot in total (when the manipulator is deployed) is smaller than the MAX VOLUME for your chosen configuration, but starts within your FRAME PERIMETER, you're good.

The entire robot including bumpers and all extendable appendages must stay within the one of two volumes you choose. <R03> |

I'm guessing that during inspection you will be asked to move everything to their maximum extension.

Be Very careful that NOTHING is extended over your " frame perimeter" defined as the part of your robot that your bumpers attach to. So if you look down at your robot and any part of your robot is over your bumpers. This is Not legal to start the game. Better to fix it now than latter.
