Leon,
We had about a $10000 budget for BattleCry. I would be happy to talk to about how we organized and the hoops we went through. Beginning with a staff of 4, we started detailed planning about 2 months prior (actually had first meeting 10 months prior). By the day of the event the staff had grown to about 30.
