http://www.bloodshed.net/dev/devcpp.html has a C/++ compiler that has the look & feel (IMHO) of Dev-PHP. The code is basically the same from what I've seen so far (judged on the look).

Does anyone know/think MSVC++ 6.0 or .NET would work?
