As your reputation goes up, there are more & more dots. I forget the total # but it will begin to take shape eventually.

Oh, and for the -10 User has a little shameless behaviour in the past, wouldn't "has had a little shameful behaviour in the past" make more sense?
The titles show up when you mouseover the little dots. The #'s don't show up in the reputation title.. I just threw them there so we knew what the scale was. Also, the word 'User' is replaced by the username, I believe.

And, as with everything else, this could all change and become alot more intuitive, clearer and better with the final vb3 style. I won't be changing much of anything until a final style is out to base stuff off of.
