I you score it with a utility knife and a straight edge, it will crack along the scored line when bent. If you are scoring across circuit traces, cut through them first. Chucking the board in a vise with the vise jaws at the score line also helps. The board also cuts very nicely with a pair of metal shears.

Boxcutters and a good pair of wire cutters should do nicely. (although having metal sheers is also a nice addition too.)
