FIRST's Q&A page says that double-sided foam tape is legal:
Q: Are we allowed to use the double sided sticky foam to hold the lights more securely in place? A: Yes. |

we used velcro, it works just fine.

one of the last team updates say double sided tape and sticky velcro tape are now ok to use anywhere on your bot

We took of the lens covers and used the screw holes to screw them in. Then we zip tied the lens covers on because they kept falling off. Tied them a little too tight and they cracked.
