Program machine to turn and stop

Our team needs help with programming. We would like to speed our robot forward (dead reckonning) and have the IR sensor mounted on the servo detect say 45degrees. At 45 degress the robot would turn towards the balls and coast to a stop as it crashes into the tee balls knocking one or both balls off the tee.

I dont know it this is hard or easy as we are short on the programming end of things on our team.
