Definately all rule issues that arrise should be brought here to be discussed, if for no other reason than for a general idea on possible situations before FIRST brings a ruling on the issue ('cause the FIRST Q&A can take awhile). Besides, who doesn't like a good debate
 . (And yes, all issues brought up here should be brouht to the FIRST Q&A as well)
