I'm somewhat doubting these are just loose guidelines. The second paragraph also says these criteria can be found in the definitions section. I don't think they go around putting vague suggestions in the definitions section of the rules.

I too saw this just as a heads up from FIRST to warn teams to be careful of who they buy their supplies from, but does anyone beleive that they could very well make this a rule for the future?

I definitely agree. This "Vendor Criteria" letter by FIRST does not disqualify teams and sponsors who make parts for each other. The contributing teams and sponsors simply need to be listed as part of the team sponsorship. The 60 / 254 collaboration example from last year is not affected by this criteria letter, in my opinion. These collaborated parts were custom, but they were also made during the build season and within the team partnership.
