It's the same as last year, it seems - win/loss record comes first, and the average score of your opponents will be the tiebreaker.
This comes from Section Eight of the manual, by the way. I think 8.3.3 to 8.3.7 is what you're looking for. Last edited by IMDWalrus : 08-01-2005 at 20:05.
