Where can i find the new mplab that they are giving us for free? The FTP isnt working on the first site.

This is my first time ever looking at any type of programing outside of my alarm clock, where would i find a good c compiler, I just want to learn so next year i can have some hands on experience.

The only place to get the full version of the compiler is from the link on FIRST's site. The full version of the MPLAB IDE is free and can be obtained from the link Brian M. gave. There is also a limited trial version of the compiler that you can download from microchip if you absolutely must have it immediately and the link isn't working.

You need both the IDE and the compiler.
