If you experience problems with a legit site being blocked then just contact the local school administrator or an administrator for the county you are in. They are generally reasonable people and will unblock legit sites within a few hours.

That's what 93 had to do a few years back with ChiefDelphi.com and usfirst.org. The admin had no problem allowing the sites for us, once we explained what they were and why we needed them.
