I am going to guess that it is a "Tetra Topper" prototype. I am not positive on how it will work, but I am going to venture a guess that you use the human player to load it with a tetra pointing downwards in the square 'arm'. Then the arm swings over the goal to score the tetra.

Judging by the thickness of things, I am guessing a main arm pivot.
It also looks like you are clamping somthing between the bolts.

if you stck some pots in there, you could make it part of your contols for what ever that is on the robot. But its a pretty good teaser!!!
