Along these lines, we have a joystick that is much easier to control if it can be held in the hand. Is this allowed, or does everything have to be locked into our operator interface?

If it can be left sitting on the shelf, I believe it would be allowed. If there is a wire running between you and the OI, that would not be allowed. I know other teams have done human mounted controls, but don't remember the specifics of them. The intent of the "stand back 3 feet rule" is to make it clear that the robot is running in autonomous.
