photoshop can do it.
just go to image then image size
if you want to keep it in aspect ratio then keep the constrain proportion on.

I use Fireworks, but if you don't have that I'd suggest Adobe Photoshop. Not sure what the limit for this site is, but I think anything under 2000 pixels should be a good sizes.

Bah! If you have Windows XP, download the media resizer from the Power Toys line found here.

http://www.microsoft.com/windowsxp/d...powertoys.mspx

It is also free, but the good thing is, is that it works as a right click feature from a windows explorer menu. Right click on the image icon, and select resize picture or something like that. Also, another good feature is that you can resize multiple files at a time. Just select all and then right click and resize.

other than the advice everyone else gave you, only thing i can add to it is that you pick the right format. Here's a quick overview of 'optimal' formats to use on the internet.

Clipart/Simple Graphics : Use GIF format.
Complex Clipart, Graphics that share a lot of the same colors: Use PNG format.
Photo's : Use JPG (or JPEG).

(Although the W3C now recommends all GIF formats be replaced with PNG, simple graphics actually take up less space when using GIF.)

Re: Down Sizing pictures to upload

I'm also a big fan of IrfanView. I use Photoshop to do tricky editing, but I use IrfanView to do everything else. I especially like its ability to quickly make certain changes to lots of files at the same time. It easy, it's uncomplicated, it's FREE. I haven't tried the Microsoft tool, but I wouldn't buy Photoshop just to resize files.
