Interesting beginning, I like the site other then one little thing, when you go over the bubbles on the left, the expand, but they expand so that the one below it is above, I would recommend that you make it so the one that expands is on top of both the one above and below it.

edit: except for home apparently, because that is set so that it is always on top, as well as the bottom, but at least the bottom is following the same pattern, the Home button does not follow the pattern.

-Beginning is way to big for a 1024 x 768 iBook screen.
-Flash openings are sooooo late 90s
-Red text on black is hard to read, strains the eyes
-Clipping like crazy

You need to improve the layout, make some boxes that are lighter for the text, and get rid of the opening animation. That's just what I would do, but hey, it's your site.

i like the site (and the fact that it's made all in flash, so once it's loaded the sub pages of content are very fast loading) however:

-Even at 1024x768 resolution it is too wide for the screen. (Already mentioned)
-You may want to use "dynamic" or "editable" text for all your texts, so that if a reader wanted to copy and paste something they can do that (right now it's impossible to copy and paste from your site)
-You may want to lose the fancy font for your main articles. For the heading it's ok, but when it comes to news for example, the user will not care how good the text looks, only how readable the text is.
-You could use a black background for the first logo so it blends better.
-No layer over the "email us" text, thus you have to click exactly on the text inorder to get to the link, and since the text is very small, it's hard to do so.
-Down side to having a FLASH only site is that if a user does not have flash, there's no way for them to learn about your team, you may want to do a very simple HTML version of the website for those users.

Some actual bugs:
-If you click twice on a navigation button, it changes the page. (Example, click on the "FIRST" link, you will get the information about FIRST, however, if you click the "FIRST" link again, it will show the "Helpful Links" page.

Other than that I think it's an excellent start, let me know if you have any questions, or need help.
