Spike Problems

If I have a spike hooked up to a relay and an arm hooked into the spike how would I make the spike start at 0 volts and then go to 12 votes when a button is pushed and then back when it is pushed again

a spike is a relay so a spike hooked to another spike? and an arm? a motor for the arm? or solenoid? button where? on the oi? or is this completely unrelated to a robot? please be specific.
