No question of age, or experience, or a portfolio of past projects. All they have to go off of is the project description, which I basically paraphrased from the Mono website and added some technical jargon. I don't know how they can differentiate between two applications for the same project.
I think what they are mainly looking for are projects that sound innovative rather than the capabalities of the programmer. For instance on the google group for it, it has been stated lots of times that the programming languge used or programming skill are not as important as innovative programs that can actually be completed.

What I'm curious about is how they'll choose between two people who apply for the same project. I applied for one of the projects listed on the Mono website, and I'm sure I won't be the only one. I don't know how they'll decide which one of us to choose.

In that situation the project would probably goto the person who did the best job articulating. I think the best way to stand out would be to develop your own project simply because the competition to get in will be insane. However, it will be interesting to see how many people applied and what projects they will do. Then there will be reason to be intimidated.
