This is closer than most would think but i have to say the chief, though the arbitor took out tarturus. But really the coolest guy is johnson because he is part flood.

I've always had a dislike for Masterchief. I dont know why, but it made me vote Arbitor.

Masterchief beat the whole covenant installation on the the first halo, which was under control of the Arbiter (before he was given the title) so there's really no competition.
